Can’t I format 128GB USB flash drive stick to FAT32?

“I intend to format my 128GB SanDisk USB flash drive stick into FAT32, thus I can use it in different electronic devices. But there is no FAT32 option in Format window. I have ever formatted a 16GB SD card into FAT32 file system successfully within File Explorer. What happens? How can I change my USB flash drive to FAT32 file system in success? Thanks!”
